In an effort to grow, attract and retain talent, several communities have attempted to increase access to higher education by making it more affordability for lower income students.  Have these programs been successful?  Have the students been successful?  And what impact has it had the economic vitality of these communities?

Our Panelists

· Elaine Leigh from the University of Pennsylvania will focus on “College Promise Programs–How do They Work and are They Effective.

· Eileen Divringi from the Federal Reserve Bank of Phialdelphia and larry Gaines and Craig Westman from Rutgers University will speak about “Bridging the Gap:  The Last Dollar scholarship Program at Rutgers.

· Bridget Timmeney from the W. J. Upjohn Institute “The Kalamazoo Promise: Place Based Investment in College Access and Success.
