About Mount Penn Preserve: The evening of July 25, 2018 became a historic night as representatives of the County of Berks, the City of Reading, the Borough of Mount Penn, and the townships of Alsace and Lower Alsace signed an official document creating the Mount Penn Preserve Partnership Council of Governments (MP3 COG). The MP3 COG is comprised of representatives from the four municipalities and the county. It is their mission to protect, promote and enhance the natural beauty, heritage and attractions of the Mount Penn Preserve.
