City of Reading Public Notice

Notice is hereby given that on May 26, 2020 the council of the City of Reading taking up the following substantial amendments to the 2019 to 2023 Consolidated Plan, the FY2019 Action Plan and the Citizen Participation Plan. 

 The City anticipates receiving $773,963 Emergency Solutions Grant- CV CARES Act funding. The City is using an expedited process that permits a five day public comment period. 

  1. Allocate $77,369 in ESG-CV funding for ESG-CV administration
  2. Allocate $348,162 in ESG-CV funding for Emergency Shelter (Operations & Maintenance/ Essential Service/ Street Outreach)
  3. Allocate $174,081 in ESG-CV funding for Rapid Rehousing
  4. Allocate $174,081 in ESG-CV funding for Homeless Prevention

The City of Reading’s Citizen Participation Plan is also being amended to allow for shorter time periods for public notices, public comment, and alternatives to public hearings when permitted by the federal programs. In addition, virtual hearings will now be permitted to be used as a method for citizen participation. If virtual hearings are used, real-time responses and accommodations for persons with disabilities and/or with limited English proficiency will be made available to the greatest extent possible.
