PA SBDC Announces Joshua Kovitch as SouthEast PA Procurement Technical Assistance Center Interim Program Manager

KUTZTOWN, Pa. —  Joshua Kovitch assumed Southeast Pennsylvania Procurement Technical Assistance Center (SE PA PTAC) Interim Program Manager. Kovitch succeeded Laurie Sterner, who helped with grant proposals, consulting with clients, and served as interim program manager; Sterner has retired. The SE PA PTAC serves the counties of Berks, Bucks, Chester, Delaware, Lehigh, Montgomery, Northampton and Philadelphia. 

In his new role, Kovitch will lead the SE PA PTAC team of government contracting consultants as the center will continue to provide specialized assistance to small businesses for preparation, interpretation and submission of bids and proposals of government contracts. In addition, Kovitch will offer client guidance to understand if they have the staffing, experience and financing necessary to compete for a government contract.

It’s time for a new beginning; success will come from working together,” says Kovitch. 

PTACs are a resource for businesses to obtain information and training related to contracting opportunities with DoD, other federal agencies, and state and local governments, and the assistance is provided at no cost to the businesses. Assistance is also provided to businesses that are interested in subcontracting to a prime government contractor.

Procurement Technical Assistance Programs (PTAP) was established in 1985 by the Department of Defense (DoD) Authorization Act to expand the number of businesses capable of participating in government contracts through PTACs. There are approximately 94 PTACs across the US, Puerto Rico, and Guam. PTACs are operated through universities, economic development groups, non-profit organizations, states, or tribal organizations. 

About the Southeast Pennsylvania Procurement Technical Assistance Center (SE PA PTAC)

This procurement technical assistance center is funded in part through a cooperative agreement with the Defense Logistics Agency. Kutztown University PTAC is operating a PTAC under it’s own award, previously, Kutztown University operated under a sub award agreement with SEDA-Council of Governments, Lewisburg, PA.

Funding support and resources are provided by the Commonwealth of Pennsylvania through the Department of Community & Economic Development; and in part through support from Kutztown University.
