Michael Rivera, 2021 Graduate of Center for Excellence in County Leadership

The Center for Excellence in County Leadership (CEL), a premier professional development program of the County Commissioners Association of Pennsylvania (CCAP), is pleased to announce that Michael Rivera, Berks County Commissioner, has graduated from the program as part of the Center’s Class of 2021.

The 2021 graduates include Elizabeth M. Arnold, Susquehanna County commissioner; Becky Ann Bartlett, Northampton County deputy director of administration; Deb Baughman, Bedford County commissioner; Colleen R. Dawson, Somerset County commissioner; Krista Gromalski, Pike County communications director; Josh Maxwell, Chester County commissioner; Molly R. Mudd, Esquire, Adams County solicitor; Scott Rastetter, Erie County councilmember; Stacy Richards, Union County commissioner; Michael Rivera, Berks County commissioner; and, Loretta Spielvogel, Lawrence County commissioner.

CEL training focuses on fostering individual growth through interactive and high-level classroom training aimed at improving participants’ communication, management and leadership skills. CEL includes intense classes in styles of leadership, managerial versatility, interpersonal dynamics, crisis communication, media management, daily communication problem solving, decision making and other areas. CEL is the premier professional development program for county officials offered by CCAP.

The program is open to county commissioners or council members, chief clerks, county administrators and solicitors of Pennsylvania’s 67 counties.
