Public Notice – PY2023 CDBG Action Plan Amendment

Notice is hereby given that on May 8, 2023, the Council of the City of Reading will consider the following amendment to the PY2023 CDBG Action Plan.

To approve or deny a Council Resolution authorizing the Mayor to execute a PY2023 CDBG Action Plan Amendment.  The PY2021 and PY2022 Commercial Façade Improvement Program, the PY2021 and PY2022  Residential Façade Improvement Program, the PY2022 Demolition Program, and the PY2022 Reading Redevelopment Authority Acquisition, Rehab, and Resale activities will be cancelled.  The funds from the cancelled activities along with unprogrammed CDBG funds totaling $1,013,500 will be allocated for the construction of a Community Center at the Reading Housing Authority’s Oakbrook Housing Project at 1001 Scott St. Reading, PA.

The Community Center’s service area is Census Tract 26 Block Group 2.  The service area is predominately residential and contains 99% low and moderate-income level persons.

The activity’s eligibility / fundability is public facilities and improvements 24CFR570.201(c) / low mod area 24CFR570.208 (a) (1).
