The City of Reading Revitalization and Improvement Zone Authority (CRRIZA) is providing information to property owners, business owners, and developers regarding the process for requesting changes to the City’s CRIZ map. Requests for consideration during the 2026 map change cycle must be submitted to CRRIZA no later than July 31, 2026.
The City Revitalization and Improvement Zone, commonly known as the CRIZ, is intended to support economic development and reinvestment within designated areas of the City of Reading. Properties located within the CRIZ may be eligible to seek CRIZ financial support for qualified redevelopment projects. On a limited basis, CRRIZA may consider requests to add parcels to the CRIZ, remove parcels from the CRIZ, or adjust CRIZ boundaries through a map change process.
“The CRIZ has helped drive investment and redevelopment in Reading, and we want to make sure it continues to support projects that move our city forward,” said Mayor Eddie Morán. “I encourage property owners, business owners, and developers who are interested in the map change process to submit an application and share their vision for how their project can benefit Reading.”
Property owners, business owners, or developers interested in requesting a CRIZ map change should complete the City of Reading CRIZ Map Change Application. The application asks applicants to identify the parcel address, parcel identification number, acreage, property owner information, current condition of the parcel, current or most recent use, businesses currently operating on the parcel, and the proposed development plan.
Applicants should also explain how the proposed map change would support the overall economic development goals of the CRIZ and benefit the Reading community. Information such as the proposed end use, estimated jobs created, development timeline, and the applicant’s commercial or industrial development experience should be included.
CRRIZA will review map change requests after the July 31, 2026, submission deadline so that proposed additions and removals can be evaluated together. This process allows the Authority to consider available CRIZ acreage, review the readiness and potential impact of proposed projects, and determine whether the requested changes support the overall development plan for the zone.
Under applicable CRIZ procedures, a parcel may be transferred into the CRIZ only if sufficient acreage is transferred out of the CRIZ. The acreage of parcels added to the CRIZ may not exceed the acreage removed from the zone. Properties proposed for addition or removal from the CRIZ are also subject to additional documentation requirements.
Map change requests are reviewed by CRRIZA and will be considered at a public meeting before any request is submitted to the Commonwealth for review. Final approval of a map change requires completion of the required state process.
Submission of an application does not guarantee that a parcel will be added to or removed from the CRIZ. CRRIZA reserves the right to request additional information from applicants during its review.
