An Update on Downtown Improvement District Re-authorization

Presenting an Amended Preliminary Plan and Public Hearing Notice for November 4th

Below please find a link to the revised Preliminary Plan for the 2021-2025 re-authorization of the Reading Downtown Improvement District (DID). The Preliminary Plan, in its original form, was mailed to owners of properties and businesses located within the limits of the DID, on or about September 14, 2020. Since the original mailing, the Preliminary Plan was discussed in a public meeting with the City Council on October 19, 2020, and the Plan was the subject of a Public Hearing, which took place on October 20, 2020.

As a result of discussions in the public meeting and hearing, the Preliminary Plan has been revised. The additions are shown in red/bold/underline typeface, and the deletions are shown in red type with strikethrough. Most notably, the revisions removed the proposed schedule of rate increases, and there are no plans for assessment increases for the re-authorization period.

The plan emphasizes that the DID will focus on excellence in its core mission of “Clean, Safe, and Green” Downtown Reading. The DID will continue to provide a high level of services to ensure a downtown climate hospitable to businesses and visitors to the Downtown. There will be special attention to pursuing grants and sponsorships from non-assessment funding sources and to negotiating agreements with tax-exempt DID property owners for payments in lieu of assessment. We hope that once virus restrictions are lifted to resume events, such as Fire & Ice, Mid-Day Café, Downtown Alive Concerts, and the Holiday Parade, which have been an important part of the function of the DID.
