Mayor Moran Thanks Acting Public Works Director for Service to the City

Announces Stan Rugis as new Acting Public Works Director

Mayor Eddie Morán announced that Acting Public Works Director Charles Jones will be stepping down from his post effective September 1st, and named Stan Rugis as his replacement to provide continuity for the City of Reading.

“On behalf of more than 95,000 residents who call the City of Reading their home, I wish to commend Charlie Jones for his exemplary leadership as Acting Public Works Director and for being an outstanding public servant under several administrations,” Morán said. “We will miss his expertise and his technical knowledge but above all, his calm and friendly demeanor, which has also gained respect and admiration not just at Public Works, the Wastewater Treatment Plant, and City Hall but throughout the entire community. Charlie has a special place in our hearts.”

Jones began his service under previous Mayoral administrations as Public Works Director and City Engineer from 2001 to 2014 before returning to his current role under Morán. Jones also served as Interim Public Works Director for the Borough of State College from 2016 to 2017.

“The purpose of life is service,” Jones said. “Public Works is all about service and the Department knows fully well the meaning of it and how to provide it efficiently for the residents of the City of Reading. I’d like to thank Mayor Morán for the opportunity to return to Public Works along with the fine men and women who work tirelessly to make Reading a good place to live, work and raise a family. May God bless the City of Reading!”

Rugis, the City’s Capital Projects Manager, will resume the day-to-day responsibilities. He joined the Morán Administration in 2020 and served as Consulting Project Engineer for the City of Easton for 10 years prior to his service in Reading.
