Position Available for Berks County Democratic Commissioner

The Court of Common Pleas of Berks County is now accepting applications from interested persons for the position of County Commissioner of Berks County.  The position is open due to the forthcoming vacancy caused by the resignation of Democratic Commissioner Kevin Barnhardt on January 9, 2023.  The position will be filled by appointment pursuant to Section 501 of County Code (16 P.S. §501) for the balance of Commissioner Barnhardt’s unexpired term.

Interested applicants must be registered electors of Berks County and members of the Democratic Party.  Interested applicants must submit a resume of their full educational background and work experience, a statement of their goals and objectives as County Commissioner if selected for appointment.  One original and thirteen (13) copies of the resumes and statements must be sent to:  Julia Bagnoni, District Court Administrator, Courthouse 7th floor, 633 Court Street, Reading, PA 19601

Applications will not be accepted after 3:00PM on Friday, January 20, 2023.  No telephone calls or e-mails will be accepted.  The Board of Judges will review the applications submitted and determine which candidates are interviewed. Thereafter, the Board of Judges will meet and determine the successful candidate by vote.

The Board of Commissioners constitutes the chief governing body of the County. The three elected at large members perform the executive and legislative functions of county government. The Commissioners serve four year terms.

The Commissioners serve on the Salary, Prison, Retirement and Election Boards. In carrying out the management of County finances and property, they appoint a board for the assessment of real property in the County; formulate and approve the annual budget; fix the annual County tax rates, and authorize expenditures. They must also supervise the conduct of elections, provide for the care and maintenance of prisoners, and maintain county roads and buildings.

It is the goal of the County Commissioners to ensure public access to information in simple and understandable formats; to organize the County’s technology to make it accessible to all departments and residents; to develop stronger working relations with the local governments and municipalities and to improve the County hiring process by more effective determination of employee duties and qualifications for County positions.
