The U.S. Department of Housing and Urban Development (HUD) is required to perform an annual assessment of the performance of grant recipients receiving Federal assistance through the Community Development Block Grant (CDBG) Program, the Home Investment Partnership (HOME) Program, and the Emergency Solutions Grant (ESG) Program. HUD has completed its review of the City’s Joint Consolidated Plan, and the accuracy of performance reports.
The following is a summary of HUD’s assessment:
Over the certification period, the City expended 91.9% of its CDBG Program funds for activities benefiting low/moderate income persons, which meets the primary objective of the housing and Community development Act of 1974.
As of November 2, 2019 the City had a balance in its Line of Credit of 1.3 times its annual CDBG grant which is in compliance with the requirement of not exceeding 1.5 times its annual grant.
The City expended 14.24% of its CDBG Program funds for public services which meets the requirement of not exceeding 15% of CDBG Program funds including program income, for public service.
The City expended 16.92% of its CDBG funds for planning and general administration which meets the requirement of not exceeding 20% of CDBG Program funds, including program income, for planning and administration.
The City’s annual report included its role and actions in affirmatively furthering Fair Housing and identifying impediments to Fair Housing.
The City has met the origin expenditure test for its 2017 grant. The City final compliance with the 2018 and 2019 origin year expenditure tests will be assessed once the grants are fully expended.
The City received a CDBG grant of $2,553,505 for Program Year 2019 and expended $1,650,520.35 of CDBG funds during that period. The types of activities undertaken with those funds included code enforcement, demolition, homeless prevention, housing rehabilitation, micro-enterprise technical assistance, public facilities, and improvements, public services and planning and administration.
The City received a HOME grant of $937,491 for Program Year 2019 and expended $668,284 of HOME funds during that period. The types of activities undertaken with those funds included homebuyer assistance, tenant-based rental assistance, and housing rehabilitation.
The City received an ESG grant of $220,956 Program Year 2019 and expended $206,604 of ESG funds during that period. The types of activities undertaken with those funds included homeless prevention and homeless shelter services.
The City provided performance measures as required by the Consolidated Planning regulations at 24 CFR Part 91.
The City has the capacity to carry out its programs and met its reporting requirements.
