KUTZTOWN, Pa. — Pennsylvania Small Business Development Centers (PASBDC) announces Dominic (Nick) Bellucci as the new associate state director of finance in the Lead Office as of October 12.
In his new role, Bellucci will oversee an annual budget of approximately $13,000,000. Bellucci will ensure compliance with audit requirements for all the federal and state funding partners for the PASBDC program, including compliance with the Uniform Guidance for federal grants.
Bellucci will prepare and justify budgetary proposals for federal and state granting agencies and managing contracts and associated budgets with affiliated universities hosting Small Business Development Centers (sub-centers). As a member of the executive leadership team for the PASBDC lead office, Bellucci will recommend strategic priorities related to the network’s fiscal management and support securing ongoing funding for the system by helping the executive team with grant funding proposals.

His diverse public and private industry experience will contribute to the knowledge and depth of experience that he brings to the network in this vital role,” said Dr. Ernie Post, PASBDC state director.
Echoing his sentiments, Sonya Smith, Associate State Director of Programs and Policy, stated, “Dominic (Nick) has federal grant management experience from his work with K-12 Title I, Title II and Title III funding. He has extensive internal budgeting experience in both the private sector, hospitals, and most recently a Charter School. We are excited to have someone with his background and knowledge on board to continue to support the network with all financial aspects.”
Previously held positions include plant accountant for Armstrong World Industries. Bellucci spent many years in the Lehigh Valley’s healthcare industry, serving as a Cost Accountant, Director of Accounting, Assistant Controller, and Network System Cost Analyst.
Bellucci also worked in the Education field in 2012, serving as the Director of Budgets for the Reading School District then business manager for the College of Education at Lehigh University. Bellucci also served as the Business Manager for a Charter School located in Emmaus, PA.
“I am hoping that I can continue the success that my predecessors have had in the position as well as help streamline processes as best as we can,” said Bellucci.
